Chairwoman Blessing called the meeting to order at 8:09 P.M.

Chairwoman Blessing read the results from the polls.
General Government: 237 Yes, 140 No
Board of Education 227 Yes, 150 No
Region 19 193 Yes, 185 No
Discussion Followed. Chairwoman Blessing suggested that the Board table the vote on setting the Mil rate until the results are heard from the other towns on their Region 19 budget. All agreed.
Donna Latincsics present the board with a memo with request for Budget Transfers and Additional Appropriation.
The Board of Selectmen is projecting a shortfall of $82, 914 in the Public Works Department for FY 2007-2008 primarily due to the cost of snow removal. Public Works responded to 29 snow storms at a cost to the Town of $229,172. The snow budget of $180,000 was overspent by $49, 172. The next greatest pressure on the public works budget was the oil, roller & chipper contract, which when signed, exceeded the budget by $25,370. Smaller adjustments are needed to balance out remaining line items, bringing the total anticipated shortfall to $82,914.
Ken Schoppmann motioned that the Board of Finance authorizes the transfers of funds as follows:
$9,500 from Line Item #0831 Health Insurance
3,395 from Line Item #0861 Contingency
12,895 to Line Item #0311 Public Works
Ann Marie Brown seconded the motion. Discussion followed. All were in favor, motion carried.

Ken Schoppmann motioned that the Board of Finance authorizes the transfers of funds as follows:
$2,150 from Line Item #0235 Fire Main & Hydrant
9,945 from Line Item #0701 RSD 19 Operating Budget
1,605 from Line Item #0861 BOF Contingency
7,300 to Line Item #0141 Town Counsel
5,000 to Line Item #0811 Social Security
1,400 to Line Item #0841 Pension Insurance
Mark Jones seconded the motion. Discussion followed. The Board discussed the possibility of the Board of Education having funds returned to the General Fund that would help cover this. All were in favor, motion carried.
Ken Schoppmann motioned that the Board of Finance recommends that the Board of Selectmen call a Town Meeting to authorize the appropriation of $70,019 from the General Fund Balance to the FY 2007-2008 public Works budget. Ann Marie Brown seconded. Discussion followed. All were in favor, motion carried.
Kathy Blessing motioned that the Board of Finance approves the appropriation of $2,500 from the Department of Emergency Management and Homeland Security for purchasing a computer and two years of Internet access. Mark Jones seconded the motion. All were in favor, motion carried.
Chairwoman Blessing read the results of all the Towns for the Region 19 Budget:
Mansfield Yes – 292, No – 271
Ashford Yes – 148, No – 146
Willington Yes – 193, No – 185
Chairwoman Blessing motioned to set the Mil rate for the 2008/2009 Fiscal Year at 26.72 Mils based on the result of the budget. Ken Schoppmann seconded. All were in favor, motion carried.
